That's not IV. Check out the shirt - it's a Hawaiian shirt. That's obvious Tommy Vercetti from Vice City. Not only that, but it's obviously the Vice City HUD on display there.

You can even tell by the way the model is moving that it's Vice City. The models in GTA IV moved much more fluidly.
